DEMAISIP, Mary Claire A.
Claire is the Policy Advocacy Campaigns and Legal Affairs Coordinator of Kaisahan Tungo sa Kaunlaran ng Kanayunan at Repormang Pansakahan (KAISAHAN), a non-government organization providing legal assistance and education to farmer communities.
As a policy lobbyist, she was part of the legal team that supported the authors of the CARP Extension with Reforms bill in Congress, which was passed in August 2009. She continues to lobby for progressive laws to protect the gains of agrarian reform and for the sustainable use of our resources. As a legal educator, she has trained farmer paralegals on agrarian reform laws and implementation processes, human rights, and post land tenure issue resolution, particularly those on agricultural agreements.
She has also authored paralegal manuals and position/ issue papers on land rights and land use and management. Notable among these is an international paper she co-authored entitled “The Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries, and Forests (VGGT) in the Context of National Food Security & the Proposed National Land Use and Management Act. The paper analyzed the salient principles and recommendations of the VGGT as substantially reflected in the National Land Use bill pending in Congress.
