Prospects for Rural Development in the Philippines

Integral in the development agenda is rural development. This paper traced the rural development experience of China through its Taobao Villages. Citing the challenges and opportunities of the Taobao Villages in addressing Wen Tiejun’s Three Rural Issues (三农问题) in China, and the critical factors of this multidimensional and inclusive growth strategy, this paper analyzed the feasibility of the Taobao Villages as a rural development model or strategy in the Philippines. To revitalize the countryside, the Philippines needs to address issues and constraints on policy and institutional fragmentation, as well as improving institutional and economic support capacity-key features of the success the Taobao Villages-to strengthen its rural development initiatives.

Katrina Kae S. Principe - Senior Science Research Specialist at the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) of the Department of Science and Technology (DOST). She assists in the coordination, monitoring, and evaluation of the Council’s resource generation activities with its international institutional linkages and partnerships for the agriculture, aquatic, and natural resources (AANR) sector. With a background in Development Communication from the University of the Philippines Los Baños (UPLB), she also provides technical assistance in the packaging of various corporate publications of DOST-PCAARRD.  She is pursuing her Master’s degree in Asian Studies, focusing on China, at the Asian Center, University of the Philippines Diliman with support from the DOST-Science Education Institute’s (SEI) Human Resource Development Program (HRDP). Her research interests include science communication; science diplomacy; and international development cooperation for science and technology (S&T).
