ASoG-ExecEd Concludes First Iteration of PAF LEAD Program

On January 19, 2022, the Ateneo School of Government through its Executive Education (ExecEd), in partnership with the Philippine Air Force Air, Education, Training and Doctrine Command (PAF AETDC) through its Aviation Leadership Excellence Nexus (ALEN), successfully completed the Philippine Air Force Leadership Excellence and Development Program (PAF LEAD). Thirty (30) commanding officers from the PAF actively participated in the training program. The capstone course, purposely developed for PAF Officers who have already taken their General Staff Course, is intended to aid the officers as they prepare to pursue their Master in National Security Administration, a requirement before any military officer can be considered for the general ranks.
![]() The PAF LEAD Program is one of the key programs of the Aviation Leadership Excellence Nexus of the Philippine Air Force – a newly created unit of the Air Force tasked to be the main focal point for PAF Officers’ leadership development. The program was developed with the AFP-ASoG Leadership Competency Framework as its main guidance. The framework identified the key leadership and management competencies essential for the work of the AFP Junior and Field Grade Officers. Its main purpose is to be an evidence-based framework for human resource development interventions including education and training. It was approved by the AFP Education and Training Board (AFP ETB) for adoption across AFP units last 2021. The development of the PAF LEAD Program is the application and proof of concept of the said leadership competency framework. The participants braved intensive weeks of schooling held from October 8, 2021 to January 19, 2022. The PAF LEAD Program employed both synchronous and asynchronous learning activities, all designed with adult learning principles in mind. The modules that form the program include:

After the modules, a closing ceremony was held where the participants were virtually awarded their certificates of completion. During the event, a number of participants shared their experience in the program. One of them, LTC Alvin Capinguian, Commander of the 560th Air Base Group, Air Mobility Command, specified the value added of a program such as the PAF LEAD. He said “what PAF LEAD did was to open new doors and windows in our minds, it gave us new perspectives, new paradigms, new tools, and it tickled our fancy to further explore and delve into new ideas and new thought processes”.
![]() The closing ceremony was likewise attended by ASoG Dean Dr. Ronald U. Mendoza and PAF AETDC Commander, MGEN Fernyl Buca. In their messages, they both expressed the commitment of their respective institutions to invest in the development of the competencies of the men and women in uniform and ensured that PAF LEAD Program will be sustained. This first iteration of the PAF LEAD Program is part of the initial five-year partnership between ASOG and the PAF AETDC. Congratulations to all the participants! |
