This course will cover the following topics: modeling empirical consumer demand systems, measuring consumer welfare changes, and calculating true cost-of-living indices. These three topics will be treated in an integrated framework from theory to practice, embodying theoretical restrictions from utility maximization or expenditure minimization on empirical demand models estimated from prices, quantity and expenditure data. The overriding principle is that there are implementable restrictions essential for the theoretical validity of the results from estimated demand systems. This is of utmost importance when the estimated demand system is made the basis for such purposes as measuring the money equivalent of a welfare change derived from changes in consumer prices and income or determining the cost of maintaining a reference standard of living when prices change.
